He says one thing, does another, and at the end demand inflated amounts at the threat of a lien. He does not treat his subs properly. If he cannot threaten and force his customers to pay, then he does not pay his subs. He pays a hefty membership fee to the Better Business Bureau to try to keep his record clean, but you can still contact the directly for copies of complaints you cannot find on their web site. Milton cleverly files everything through mediation so that there are minimal court records, but he cannot hide his fraudulent liens. You can find those online at each County's website.
